I’m Joseph Paquin — an IT executive, information security officer, educator, and builder based in Tunbridge, Vermont. I currently serve as the Information Technology Director and Information Security Officer for the Vermont Judiciary, where I hold executive accountability for the enterprise technology portfolio — applications, networks, databases, cybersecurity, cloud infrastructure, and end-user services — across 31 geographically distributed sites.
I lead the Judiciary’s information security program end to end: governance, policy, security posture, vendor risk, incident-response readiness, and business continuity. Recent work includes architecting and deploying a zero-trust network architecture across all Judiciary systems and sites, modernizing the statewide network to a next-generation SD-WAN platform, and driving the organization’s cloud-adoption strategy and migration to Microsoft Azure.
Teaching
Alongside my industry role, I’m an active adjunct faculty member with concurrent appointments at Champlain College’s Stiller School of Business and River Valley Community College. I teach Information Systems, business, and accounting coursework in asynchronous and hybrid formats on the Canvas LMS — covering enterprise systems and digital transformation, ERP strategy across SAP, Oracle, and Microsoft Dynamics, project management methodology, and change management. What I teach is grounded in what I practice: the cybersecurity, cloud, and service-delivery work I do for the Judiciary feeds directly back into the classroom.
Before this
Prior to the Judiciary, I was a Systems Developer V with the State of Vermont’s Agency of Digital Services, building web applications and enterprise platforms across the full stack — HTML, CSS, JavaScript, JSP, PHP, .NET, Java, C#, and C++ — along with relational database solutions on MSSQL and MySQL and custom Salesforce development (Aura, Apex, SOQL/SOSL). I led a team of systems developers responsible for a portfolio of more than 20 applications and 45 servers. Earlier, as a multi-unit manager in the private sector, I drove $750K in new business growth while managing vendor software contracts, firewalls, and network security across hundreds of devices — the job that pulled me all the way into technology.
Education & research
I’m a doctoral candidate in Information Technology at Walden University, where my dissertation research focuses on digital equity in government services — how public institutions can deliver technology that works for everyone. I hold an MBA in Information Technology Management and a BS in Networking and Telecommunications, both from Southern New Hampshire University.

When I’m not securing courthouses or grading discussion posts, I’m usually building something — self-contained web tools, home-lab infrastructure, or hives at my family apiary in Tunbridge. The hexagons on this site aren’t an accident.
